I rephrase this. As chin say in English "When he flipped in 2022, Silva told investigators that the Rizzutos no longer made 'men of honour' and the war between the Calabrians and Sicilians still wasn't over"
Which means that according to Silva the Rizzutos "made" themselves men of honor. Which implies if we follow Silva's reasoning that Montreal would be an independent Family (therefore no longer under the authority of the Bonannos).
That's the way I understand it in French but it's my own interpretation of what Silva says

If Tamouro was a general part of this federation, whose alliegence was to the Rizzuto-Sollecito group, it would appear he had jumped ships to the HA at some point since its creation. Past reports at the time of his murder, had him as the right-hand man of Montreal HA Jean-Richard Lariviere and acting as a "street boss" for certain Montreal HA. The lapresse article below also mentioned Tamouro sitting at this table where murder contracts were given.

Oh I didn’t realize he wasn’t Italian, yeah I agree then there’s no way on earth NY would approve something like that.
It’s an interesting possible scenario to think about that the Rizzuto’s formerly part of the Cosa Nostra network yet still operating like a Cosa Nostra entity but going by their own rules now.

I'd be curious to see more about exactly what Silva meant when he said he became a member of the Rizzuto family. It's only one sentence in the article so I'm not 100% ready to commit to the stance that it means he was inducted as a member of cosa nostra. Especially considering the article later notes that the Rizzutos no longer make men of honour.
