Nicky O was made when Tony Buck was the acting Boss, he was part of the Newark crew and his ceremony wasn’t recognized because George Fresolone taped it. He might have gotten recognition after the fact but I don’t believe there’s ever been confirmation of that, that’s why Pogo says ‘in all likelihood’.
Peter Caprio had him as an Associate at the time he (Caprio) flipped in 2000. Oliveri did appear in a 2009 NJPD chart as a Soldier but in all likelihood they were relying on old information and didn’t factor in his recognition.
