This is from a file that summarizes D’Arco debriefings:

1) D'Arco was inducted on August 23, 1982, sponsored by Paul Vario. Peter Chiodo was elevated to capo the same day. On January 9, 1991, D'Arco was designated to acting boss by Vic Amuso and Anthony Casso. In July 1991, D'Arco was informed he was no longer the acting boss, and instead, there would be a panel consisting of D'Arco, Anthony Baratta, Sal Avellino, and Frank Lastorino to run the family. On September 18, 1991, D'Arco believed he was lured into a trap to kill him. On September 21, 1991, D'Arco surrendered to FBI.

2) Jimmy Ida would meet with Vincent Gigante in the early morning regularly. Jimmy's brother Joe Ida is an acting capo.

3) The Genovese and Luchese families, including Jimmy Ida, Barney Bellomo, and D'Arco, would happen at a pool hall in the area of Columbus/Amsterdam Avenues near W. 73rd St. These meetings would happen at 1AM on Sunday mornings or around 11PM in the bar area. Jimmy Ida also held meetings in the Brasserie Restaurant and Littel Charlie's Restaurant (Kenmare St.)

4) Barney Bellomo and Jimmy Ida meet in the very early morning hours to avoid surveillance.

5) Jimmy Ida runs a gambling spot at 161 Mulberry St. It is run for him by Tommy Gigalie, whose involved with the gambling at the San Gennaro Feast. Gigalie is a made member, sponsored by Eli Zeccardi. Gigalie owns La Mela Restaurant.

6) Nicky the Blond Frustaci was placed with Jimmy Ida to watch him for Vincent Gigante. Frustaci has discussed that with D'Arco, "Vinny put me to watch Jimmy Ida. That's my job."

7) As of 1991, Joe Massino is the boss of the Bonanno family. The Genovese acting boss was Barney Bellomo, Jimmy Ida was the consigliere, and Mickey Generosa was the underboss. D'Arco said that Jimmy Ida is the decision-maker of the three, noting that the relationship is similar to that previously between Vincent Gigante and Fat Tony Salerno, when most people thought Salerno was the boss, when it was Gigante. Now many think Barney Bellomo is the boss, but the true power is Jimmy Ida. Prior to this, Vincent Gigante was the boss, Benny Mangano was the underboss, and Bobby Manna was the consigliere. D'Arco believes Barney Bellomo was held out as acting boss but actually Vincent Gigante, Dominick Cirillo, and Jimmy Ida were running the family.

8) D'Arco said that weekly meetings were held in Midtown hotels. The Genovese family was represented by Jimmy Ida, Barney Bellomo, and Mickey Generosa; Bonanno family was not represented; Luchese family was represented by D'Arco, Anthony Baratta, Frank Lastorino, Sal Avellino, and on occasion, Steve Crea; Gambino family was represented by Jimmy Failla, John Gotti, Jr., and Lou Vallario; initially, Colombo family was represented by Vic Orena, Joseph Scopo, and Vincent Aloi, but later, by Carmine Sessa, Bobby Zamp, Joseph Russo, and Richard Fusco.

9) Al D'Amato was a longtime friend of Paul Vario.

10) Ralph Cuomo was inducted in 1984, and uses an apartment belonging to a relative in the rear of his pizza parlor on Prince St. to discuss crimes. Persons meeting with him there included Anthony Baratta, Angelo Urgitano, Frank Borelli, and Anthony Russo.

11) Michael DeSantis trafficks cocaine and marijuana, using boats to transport the narcotics. DeSantis is also involved in using devices to detect listening devices.

12) Anthony Federici was in Generosa's crew, and became a capo when Generosa was promoted to underboss.

13) D'Arco believes that Joe Denti, Dominick Cirillo, Nicholas Frustaci, Barney Bellomo, and Mickey Generosa are "weak," and will not do time.

14) Mickey Generosa, Jimmy Ida, and Dom Cirillo will often meet at a pizzeria on 3rd Avenue near 11th Street.

15) Tommy DePhillips is known as Pee Wee, and is a made member of Sally Lombardi's crew. Anthony Lanza is also known as Pee Wee and is a made member of Lombardi's crew.

16) Nicholas Corozzo, a Gambino member, ordered the murder of his son-in-law and it was carried out. D'Arco was told this by Peter Chiodo and Anthony Casso, having learned it from Sam Gravano.

17) D'Arco heard two different stories regarding Tony Bender's murder, once told that the killers were Vincent Gigante and Frank Caggiano, with the murder occuring in a Brooklyn garage; but later said that it was carried out by Dom Canterino and Frank Caggiano.

18) Tommy Petrizzo is a Colombo capo, close to Vic Orena, sharing mutual business interests.

19) The Patriarca family is under Vincent Gigante.

20) Pastels is a club in Bay Ride owned by Allie Malangone, a Genovese capo. Many LCN members frequent it, including Frank Gioia Jr., George Conte, and Frank Papagni. Frank Gioia, Jr. is a cousin to Vincent Gigante through his mistress.

21) John Delduca is a soldier in Jimmy Ida's crew, and traces back his family to the original Navy Street Mob.

22) Each family has representatives in carting: Genovese representative is Allie Malangone; Gambino representative is Jimmy Failla; and for the Luchese family it is Sal Avellino. Manhattan, the Bronx, and Staten Island belong to Jimmy Failla; Long Island is controlled by the Luchese family; and Brooklyn is controlled by the Genovese family.

23) Peter Vario, known as Rugsy, receives protection money from Danny Vulpis, a carter. Rosedale Carting is one of the largest carting companies, and is on record with the Genovese family. Jimmy Ida once brought a list of carting companies to D'Arco warning him that the Luchese family must stay away from them as they belonged to the Genovese family.

24) D'Arco referred to Barney Bellomo as a liar and schemer over a dispute related to the Seaview Village in Canarsie Brooklyn. D'Arco and Bellomo had walk talks over this beef. D'Arco said that the DiNapoli brothers are very strong and have interests in carting businesses. D'Arco has received money from Joe DiNapoli, a Luchese member, for carting work. Joe DiNapoli is in Steve Crea's crew. Vincent DiNapoli is Joe's brother and is a made member of the Genovese family. Another brother is Lou, who is an associate in the Genovese family. Lou DiNapoli owned at least two carting businesses.

25) D'Arco once gave Ray Argentina a machine gun with a silencer because Argentina needed to do a hit on somebody in the garbage business.

26) In June 1991, the Luchese family met with the New Jersey family, including John D'Amato, and other leaders. At the meeting was D'Arco, Anthony Baratta, Steve Crea, Frank Lastorino, and Lou Daidone among others. This related to a beef between two carting companies.

27) Salvatore DiSimone is known as Sally Bo and is a member of the Luchese family. Joseph DeFede, a soldier in Frank Lastorino's crew, controls the Korean American Recycling Association with a Pat Rucci. Andrew Russo is a Colombo capo in prison, his son is Joseph Russo who is involved in the carting business in Brooklyn and Staten Island.

28) Dom Truscello is involved in construction. Truscello told D'Arco he killed a man with Joe DiPalermo and another person in a Manhattan building during the 1980s.

That part about Bellomo is particularly interesting. We know from Sal Vitale that Bellomo was later able to hold his own and command things at the big meeting of the families to resolve the Colombo war, so perhaps he grew into the role.

Interesting to get a more exact date on Cuomo's induction. JD's post on LCN Bios about Lucchese ceremonies in the 1980s only had Cuomo down vaguely as being inducted pre-1986.

12) Anthony Federici was in Generosa's crew, and became a capo when Generosa was promoted to underboss.

I'm reading this to mean Federici was made official captain (at least of a portion of this crew) back when D'Arco was still on the street. Interesting that Generoso didn't retain control of his crew while acting underboss. Bellomo remained official captain of the 116th Street crew at least throughout his time as acting boss.

15) Tommy DePhillips is known as Pee Wee, and is a made member of Sally Lombardi's crew. Anthony Lanza is also known as Pee Wee and is a made member of Lombardi's crew.

That's also interesting about Thomas DePhillips being under Lombardi. I was previously under the impression that he was under Andrew Gerardo at that point.

Very definitive statement. There's also a court document with information from D'Arco that states in the early 90s Bellomo and Ida were sent to New England to approve their new administration.

I've always been unclear whether Ida was an official or acting captain. I've seen it written pretty definitively in court files that he was only ever acting for Ianniello before being bumped to the administration, but as far as I can tell D'Arco has only ever described him just as a captain (no acting).

28) Dom Truscello is involved in construction. Truscello told D'Arco he killed a man with Joe DiPalermo and another person in a Manhattan building during the 1980s.

Wasn't aware of that murder before, very interesting.

Just about everything else contradicts this. Good info overall but D'Arco seems out to lunch on this one.

Also ironic that D'Arco considered Bellomo and Cirillo "weak" who couldn't do time. Seems he had a personal beef with Bellomo that affected his judgement.

Each family has representatives in carting: Genovese representative is Allie Malangone; Gambino representative is Jimmy Failla; and for the Luchese family it is Sal Avellino. Manhattan, the Bronx, and Staten Island belong to Jimmy Failla; Long Island is controlled by the Luchese family; and Brooklyn is controlled by the Genovese family.

I wonder how that worked exactly. Luccheses having Long Island is obvious. Brooklyn being Genovese makes sense, as they had the Kings County Trade Waste Association. For the record, the Gambinos had the Queens County Trade Waste Association. But as far as Manhattan and the Bronx, its seems both the Gambinos and Genovese had a presence there.

If I remember right, Ida wasn't happy that Bellomo took a plea deal while Ida went to trial and was convicted. Bellomo did his time and is out. Ida will die in prison.

A lot of interesting information in that 302. I'm another one for whom his claims about Jimmy Ida stood out and led to questions. It's also interesting how deep Michael DeSantis was and is into narcotics despite the alleged five year rule, and is now the acting boss. The Lucchese's were probably the biggest traffickers out of the five Families.

Just a heads up that if you wouldn't mind uploading this to the FBI files section it would be greatly appreciated. 302s are the gold standard of FBI docs and not always easy to find.

It's interesting D'Arco mentioned that Rosedale Carting was on record with the Genovese. Rosedale was owned by Anthony Y. Vulpis and operated generally in Brooklyn and Queens, Gambino carting territories. The New York Times reported that the firm was also co-owned by Angelo Paccione. Vulpis and Paccione were indicted together in a toxic waste dumping scheme in the late 1980s. During the case, Paccione was identified as a Gambino member.
