No,he was the street boss in 1983 when Licavoli was in prison.

Natale may have been a puppet but he was still official boss and Merlino official underboss. Can add Frank Salemme too.

Francesco Siino, rappresentante of Malaspina and former capo supremo of Palermo cooperated with authorities in 1899 after surviving an attempt on his life. His information led to arrests but when it came time for him to testify he denied the accusations he had made.

How about Jimmy the weasel Fratianno as I think that he was either acting boss or underboss when he flipped. Also Frank Salemme could be another boss that flipped although he gave up Connolly, Flemmi and Bulger rather than the Mafia.

Don't know much about Cleveland at all but who was Angelo Lonardo? Wasn't he a high up admin level member who flipped? I have it in my head he was the sitting boss at one point because I remember there was something he traveled to NY and met with the Genovese/Salerno about.

Regarding bosses who flipped in Sicily :

Filippo Bisconti, capomandamento Misilmeri
Francesco Colletti, capomandamento Villabate

Both in 2018. There is probably more but for now I remember them

For Grande Aracri, it looks he wasn't flipped for real and it was for a criminal plan

Francesco Lombardo, rappresentante of Altavilla Milicia: Flipped in 2019.

Antonino Zarcone, rappresentante and former capomandamento of Bagheria, flipped in 2014 (he had already been convicted and sentenced to prison following his arrest in 2011, after which Gino Di Salvo reportedly became capomandamento over the Bagheria

In 2022, Arcangelo Telegrafo, capo of the San Paolo clan in Bari, flipped, divulging intel on the clan structure of urban Bari and induction ceremonies in the prison system.
