What was the role of the Commission during the third Colombo War?

What exactly did they do to prevent it during the beginning?
Anybody have any sort of complete timeline on what happened during the war entirely?
Here’s some links that I found on here

If there was a working Commission there would not the war. One of the reason for the creation of the Commission is to avoid conflicts. The other 4 bosses should force Persico to left the title to Orena or kill Orena.

In 1988, there was a commission meeting between the Lucchese,Genovese and Gambino families though the Bonanno Family were not allowed to attend due to the Donnie Brasco incident and the Colombo’s couldn’t because of the tension between the Persico and Orena faction, if I remember correctly

The first mafia war was a war between the old rural mafia and the new mafia, the second was between the Palermo families that was controlling the commission and the peasants from Corleone.
Both cases was different from a simple family feud.
