Garbage hauler the FBI once said was mob-controlled now doing work at O’Hare Airport

In a once-secret 2003 memo, the FBI said the company was secretly “controlled” by brothers John DiFronzo and Peter DiFronzo, reputed Chicago Outfit leaders who died in the past few years.

D&P Construction Co., Inc. — a waste-hauling business the FBI said nearly 20 years ago was secretly controlled by mob figures — has been hired to provide “refuse and debris removal services” on two taxiway construction projects at O’Hare Airport for a consortium led by F.H. Paschen and Turner Construction, the Chicago Sun-Times has learned.


D&P has been paid just under $20,000, according to Mayor Lori Lightfoot’s Chicago Department of Aviation, which oversees O’Hare and Midway Airport.

Work on one of the airfield projects was done from May 2020 to August 2021, and the other began in May 2021 and “will reach substantial completion in late 2024,” city officials say.

The projects, which together total around $250 million, involve “the construction of two parallel, east-west taxiways located to the southwest of the terminal core. The project also includes utility installation, power and communication cable rerouting.”

Other than these two airport projects, Department of Aviation records show D&P hasn’t done any other work “as a contractor, subcontractor or vendor” at O’Hare or Midway since at least Jan. 1, 2011 — a period that dates to the tail end of Mayor Richard M. Daley’s tenure and includes Mayor Rahm Emanuel’s time in office and the time since Lightfoot was elected in 2019.


And Lightfoot’s Department of Procurement Services, which handles contracts for the rest of city government, says it doesn’t have any record of the company doing work for the city in that period.

D&P is considered a business in good standing by City Hall, but why it decided to seek city work now isn’t clear.

Lightfoot’s aviation commissioner, Jamie Rhee, who used to run the procurement department, declined to comment.

In a written statement, the Paschen-Turner partnership says: “D&P responded to a request for proposals for dumpster waste services on the project. All responses were reviewed, and D&P was lowest, responsive and responsible proposer for the services requested. We were not aware of past allegations against D&P.”


A once-secret 2003 FBI memo said that D&P Construction — which has offices in Melrose Park and Chicago — was “controlled by Peter and John DiFronzo,” reputed mob figures who died in the past few years.

Peter DiFronzo has been described by law enforcement sources in the past as having been the chief lieutenant to his brother and, for a time, the leader of the Chicago Outfit’s Elmwood Park street crew.

His brother John “No Nose” DiFronzo was believed to long have headed the Chicago mob, until his death in 2018 at 89.

The 2003 FBI memo also said the business had “obtained contracts through illegal payoffs or intimidation.”

The memo came to light two years later as then-Rosemont Mayor Donald E. Stephens Sr., who since has died, was trying to bring a casino to his community and as gaming regulators were looking into possible mob ties to Stephens, his town and some investors backing the proposed casino.

D&P, founded in the 1970s, had given money to a Stephens campaign fund, done work for the village of Rosemont and also hauled trash from the proposed casino site.

Rosemont ended up losing out on the casino. Instead it was built in Des Plaines — across the street from Rosemont.


John DiFronzo was convicted in 1993 in a scheme to infiltrate an Indian casino.

During the landmark 2007 Operation Family Secrets mob trial in Chicago, hit man-turned-prosecution witness Nicholas Calabrese testified that John DiFronzo was among those involved in the 1986 murders of mobbed-up brothers Anthony Spilotro and Michael Spilotro. The brothers were pummeled in a Bensenville-area home, then driven to and buried in an Indiana cornfield.

John DiFronzo was never charged in the killings nor in the massive Family Secrets federal prosecution that gutted much of the rest of the Chicago mob’s leadership.

Peter DiFronzo did time in Leavenworth in the 1960s for a warehouse heist.


In 1998, an anti-corruption body called the Independent Review Board tried to kick Peter DiFronzo out of the Teamsters union “for being a member of the Chicago La Cosa Nostra . . . and knowingly associating with other organized crime members,” records show.

Another example of high-ranking outfit guys doing exactly what they intended, using illegally gained cash to invest and start legitimate businesses that you can grow and pass on to your family. Set them up for success and get them out of the life.

Highly doubt D&P has anything to do with the outfit at this point.

I believe Johnny's grandson now runs it, I'm sure knowing people through his grandfather doesnt hurt.

Thanks for posting this, as the Kankakee stuff is very interesting. Great timing, as I was recently starting to look into Kankakee/Grundy Counties as they had a significant concentration of Sicilians, mainly Agrigentini, due to the presence of coal mining. The Alessio Tortorici noted in the article, murdered in 1925, was from Alessandria Della Rocca (which we most strongly associate with the Tampa family), and Kankakee had a definite colony of people from ADR. Later Tampa member Angelo Bedami was from ADR, and lived for a number of years in Chicago before relocating to Kankakee where he married his wife Rosalia DiPietra, also from ADR, in 1924. Son Ciro Bedami was born in Kankakee in 1925, but then by 1930 the Bedamis had relocated to Tampa. My guess is that they left Kankakee due to this outbreak of violence. Whatever happened down there, we know that at least by around the 50s, Kankakee County seems to have been under the control of the Macalusos, who were cousins of the Costello/Castellis from Caccamo/The Heights; though the Macalusos were themselves from Coal City.

The guy who was shot and survived in the 1925 murders was Vittorio Festante, born 1896 in Salemi. He arrived to Detroit, where he claimed his cousin Vito Adamo lived, in 1912. He was in Kankakee before 1920 I believe. In 1929, Festante was busted for a “black hand” extortion case in Kankakee, and he died in the IL state pen at Lockport in 1937.

Francesco Luppino was a grocer in Kankakee when he was murdered in 1925. I suspect that he was from Campobello di Mazara and spent time in Chicago, as there were a bunch of Luppinos from Campobello in Chicago. His wife was Maria Geraci who had lived in Bourbonnais; I think that her family may have been from Bompietro, which borders Calascibetta, but I’m not sure. I note that there were Geraci married to Saccaros in Chicago, so that might be a clue for this “Sam Zuccero” who seems to have been the big man in their group may have been. The name is clearly butchered in the papers, so it’s hard to telll (could be Zucchero, Saccaro, Zaccaro, etc).

In 1920, the Kankakee papers reported that there was an increase in violence and extortion in the Italian community, allegedly due to the presence of members of the “Chicago Black Hand” in the area.

In March of 1927, the shotgun slug-riddled body of reputed “Black Hand” leader and bootlegger Alfonso Fiore was found in a cafe owned by Domenico Sacca at Taylor and Halsted. Fiore was a Taylor St cigar shop owner born in Sambiase, Catanzaro, a notorious stronghold of the Calabrian Camorra and the hometown of the Rubertos and Liparotas (LaPortes) of Chicago Heights. According to investigators, Fiore had been a “chieftain” and top lieutenant for the Genna brothers, and they suspected that his killing was connected to the spate of Genna-related murders in Chicago and Chicago Heights over the previous two years. Cafe owner Domenico Sacca (apparently from Reggio Calabria province) and his partner G Boscia (clearly a relative of Sacca’s wife, Luisa Boscia of Napoli), were questioned as persons of interest in the murder, but no charges appear to have been filed in the case.

Early in 1926, Nicola Agostino (who I believe was from the ‘Ndrangheta center of Gioiosa Ionica, Reggio Calabria, which borders Siderno) was busted in Chicago for the 1923 murder of John Piccino in White Plains, NY (also a hotbed of Calabrian OC activity, which evolved into the Genovese White Plains crew under Rocco Pellegrino). Agostino stated that he was a member of an extortion group in Chicago and preferred to face the death penalty than return to them. He named Alfonso Fiore as the leader who ordered him to murder Piccino, reportedly over a $1000 debt.

Fiore wasn’t the only guy from Sambiase connected to the mafia on Taylor St. We’ve seen before that Francesco Liparota (very possibly a cousin of Frank LaPorte) was also connected to mafia activity in the 1920s and had married into the Gambino family from Mazara del Vallo (Giuseppe Gambino may have been an early mafia leader in the Taylor St neighborhood). If it was true that Fiore was a big Genna guy, then we would have at least two Sambiasini closely connected to Trapanesi mafiosi around Taylor St.

The potential connection to the Ruberto/LaPorte family could be significant with regard to the events during this period in Chicago Heights. Heights Family boss Filippo Piazza and several of his apparent loyalists were murdered in 1926, and at some point thereafter that Family was absorbed into Chicago. Also in 1926, notorious Marsalese mafioso Antonino “Il Cavaliero” Spano, aka “Giuseppe Nerone”, was murdered in Chicago, and a couple of his henchmen from Marsala murdered in Chicago Heights. The papers at the time had reported that Spano had been a Genna ally brought over from Marsala in 1921, but subsequently double-crossed the Gennas, apparently with Samoots Amatuna and Orazio Tropea (Spano was alleged to have been specifically responsible for setting up Tony Genna to get whacked in 1925, which I think is plausible for reasons that I plan to explore in more detail in a future project). In so doing, these men reportedly fell afoul of the “Sicilian Quarto” (alleged to have been a shadowy committee of leaders of the mafia in Chicago; a possible early reference to the Chicago Consiglio), with Amatuna and Tropea winding up murdered thereafter. Spano reportedly fled and found refuge in Chicago Heights, where he was reported to have been prominent in bootlegging activities in the months leading up his murder. A provisional theory could be that Piazza was taken out because he was involved in some way with Spano in plotting against leaders in Chicago. If the Sambiasini were allied with the Gennas (given Diamond Joe’s mafia membership, for all we know some of these guys were already made into the mafia by this point), it may not be coincidence that Dom Ruberto seems to have assumed command of Chicago Heights after Piazza was taken out.

I was doing some researching into my other major area of interest - golf when I found something was interesting and was curious if any of the Chicago posters or residents had any insight into this. I've been a golf nut, having played on my HS and college teams as well as having caddied at 3 different top 100 clubs in the US when I was in grad school as well as having been lucky enough to play a number of other exclusive clubs over the past 10-15 years.

I was looking into the top clubs in Illinois/greater Chicago and randomly came across an article from 2016 - the founder and owner of Black Sheep Golf Club is Vincent Solano Jr. - when I came across that name, I instantly did a double take and was curious if anyone knows if he is the son of Vincent Solano from the Outfit? Would certainly be interesting and be yet another example of a successful Outfit member who had their children stay out of the outfit and become a successful businessman.

Yes, that is definitely the Outfit Solano's son and namesake. The elder Solano was also an avid golfer.

IIRC, Butler National is the course that would get a major if it allowed women.

What top 100 courses did you caddie at?
