Only way they don’t shelve this dude right away is if they think it might make him flip (kinda like with Mikey Scars).
He might have had his own customers. He was paying about two points per week, so he might have been loaning it out at four points or whatever.

Fact that Balsamo had a phone convo with Messina after he was hard stopped in a car and questioned about a loan shark customer says a lot about Balsamo’s own intelligence.

The same thing happened in the Colombo case which busted the admin
So many conversations took place on the phone…Always surprised at that in the current day
