"Family" counsel is the most telling part to me. The main question is whether he was acting or official. I'm warming up to Costello having been official consigliere like Bill B said so maybe Pandolfo was the acting but I don't think there's a source who says.- Joe Valachi's book refers to Pandolfo as both a "counselor" to Tony Strollo and the "Family counsel." From my own research I've learned that Peter Maas and perhaps the FBI changed some of Valachi's terms so they would be more palatable to the American public, so it's likely Valachi knew Pandolfo to be the family consigliere.

I wondered about this myself. If Luciano was official Boss, Costello official Consig, Genovese official Under, they might have kept those official positions until 1946 (when Luciano was deported and according to Bill's first book when Costello was made official on a boat off the coast of Florida). Luciano was off the streets by 1934 and convicted in 1936, there wasn't an Acting Boss during this time, Genovese held Under and flees in 1937. Maybe Costello as Acting didn't have the authority or political power to remove Genovese and instead Moretti filled that slot on an acting basis? In which case, perhaps Pandolfo was acting Con during this period. In the Pandolfo thread I wondered if the 1950s consigliere was Del Duca. Since then though on JD's blog he had him as capodecina in 1957. He could have been captain and acting consigliere though.

Just a guess... it's crazy we have tons of info from a made member during this time and we still can't say for sure.
Another possible indication Del Duca was involved with the admin is on the DeCarlo tapes, where Ray DeCarlo says at one poiint "Tato" (Del Duca) wanted DeCarlo to induct five new members, but DeCarlo didn't have five guys he wanted to make. This would have happened sometime between 1947 and 1957, when DeCarlo was inducted and before the books were closed.

Thank you. Interestingly enough, the correct one also comes from Sciacca (both sides) and he married a woman whose family came from Sciacca. DiMino is a Sciaccatan surname so it makes sense.
