Chicago mobster Paulie Schiro was, of course, based in Phoenix in the 70s. After being deployed to San Diego in the early 80s by Joey Lombardo, Schiro returned to AZ and was based out of Scottsdale until he was busted in 2000 with the Bill Hanhardt jewelry theft ring.

There was a redacted DeCavalcante member living in Arizona according to a mid-70s FBI report but no idea who it was. Since learning about Diana it has me more curious given he was there earlier.

The FBI carried "Papa Joe" Tocco from Chicago as the "boss" of Phoenix. No indication he was made but must have been an important point of contact in the area.

Alphonse Dipilato of the Bonannos moved to Arizona in the last year or two

Rockford LCN street gambling boss John Domino moved to Phoenix in 1959 and was living in Tucson when he died in 1977. FBI files stated he was replaced as street gambling boss because he wasn't "tough enough for the job."
