Closed books outside of NY
I have a couple of questions here. After the books were closed in 1957, did this ban apply to families outside of NY, and I mean, not just the East Coast, but all families in American Cosa Nostra. As far as I understood, families outside of NY still had to accept new members with the approval of the Commission. Were the rappresentantis supposed to hand over to the commission something like a list of new members?

It only applied to NY families from what I remember. I don't know if all the families had to provide a list of proposed members to the Commission, but I remember reading a story about Cleveland asking Tony Salerno for permission straighten out some new members.

About list. As I remember right, when buscetta was recommended his rapppresentante send list with his name to other families, probably not only in Palermo, and to other villages. So, who knows, maybe Americans do the same

Also didnt the Commission or NY tell Pittsburg not to make new members about 20 years ago

In 1976/77 (dont remember the year) alleged Italian Outfit capo Joey Caesar DiVarco mentioned something like that the books will soon be opened and that Accardo will be the Italian boss who will make the induction, I think. Although, we have information that the Outfit's Italian group also inducted members while the books were closed, meaning for two decades some of the bosses like Ricca, Giancana, Battaglia or Cerone didnt care if the books were opened or closed. It is possible that some policy and formalities were changed by the mid or late 1970's.
