It doesn't seem that odd to me. Once you get outside of New York and Chicago back in the day, family captains who have 3-4 soldiers each was pretty common. From 1984 to the 1990s the FBI was saying Detroit had six captains but only 23-29 or so members depending on the year. Philly after the major Scarfo busts to the present kind of seems like a lot of their captains have had 3-4 four soldiers. Specifically thinking of the North Jersey crew. Last time we got good information on Buffalo in the 90s was pretty similar. Even going back to LA in the sixties-seventies you came across that. I believe Angelo Polizzi's crew only had 3-4 made guys. And I think San Diego was like that too. And if you go with Kenji's numbers from the 90s they had three captains but only 10-15 members total. So not totally unusual. And when you get to Cleveland in the 70s- early 80s you start getting captains with like one or zero soldiers. The whole idea that a crew generally had 10 members or so I don't think really existed outside of New York by the 90s except maybe still in Chicago. The D’Anna’s are a serious duo you would not want to mess with. They push a lot of drugs. While they themselves have gone semi legit with Construction companies and Restaurants, they run a pretty heavy crew of guys who are pretty violent. I’m sure they send them for their collections.
