OK, so I only got one response to my question (thanks Stroccos), and the thread has gotten a little sidetracked since. But no big deal.

I had assumed that there was obviously some kind of falling out between Ronnie and Orlie Carabbia at some point, which is why neither obit mentioned the other as a brother. But I was hoping for a bit more insight.

The only thing I can surmise is that if Licavoli and Lonardo tacitly gave their approval to Prato and Naples, as has been reported, to take out Charlie Crab if he continued to be a problem, then Orlie likely assumed that Ronnie (even though in prison) had enough power and could have perhaps intervened and stopped it. Question is would the Cleveland leaders even have bothered to get word to Ronnie that his brother Charlie was in danger? And if so, could Ronnie have been persuasive enough to insist that they back off?

And as I've speculated before, could it have been that Licavoli and Lonardo had much bigger and more important issues to take care of in their own backyard amidst the chaos that came after the Greene murder that they made a business decision to allow the elimination (Charlie Crab) of one of their lesser, but nagging problems?

As with any re-hash of LCN activities, especially those that date back some 40+ years, there's always going to be room for speculation and different interpretations, and I'll admit I'm guilty. I could be way off base. That's why I was seeking some further voices to paint the picture a little more clearer.
Ronnie was in no position to change Charlie's outcome. The Mouth got him and it was time to shut it as they were bigger fish to fry and try to get some order again.
Could you go into more detail (as much as you can) about what Charlie's transgressions were that actually got him killed, and what you know of how the hit went down? I remember Strollo confessed to setting him up with a phone call.
He wasnt telling the Pittsburgh Crew the correct Number of Poker machines he had
.He was running his mouth around Town about Cleveland Pittsbugh mafia members, making threats against Prato and Naples
he kept the money earmarekd for James Traficant , Traicant allegelly returned the money and Charlie kept it
he was apparently planning on Killing Naples

Rc was still in Cuyahoga jail in Cleveland , he was told about to try to intervine.

It was A important issue , so important That Lonardo had A sitdown With the pittsburgh Bosses in Pittsburgh, he set up the meeting through Ferruccio in Canton, This had been ungoing issue according to Lonardo and Licavoli they was always protecting Charlie , the final straw may of been the money he allegelly kept from Trafiacant, that belonged to Naples and Prato

I'm certainly not the Cleveland guy but my understanding was that Charlie keeping the Naples, Prato money meant for Traficant was his downfall.
