Talking about the content itself, Masotto seems to be important during this time. Later the PA Crime Commission called him a "lieutenant" in the Gambinos. I've wondered if he was acting for the Castellano crew when Paul was promoted to acting boss.

Unless I'm very wrong, weren't the Masotto's somehow linked on the Gambino family tree? And I'm talking blood family going back to Palermo and not necessarily the Gambino "Family".

100% part of that clan. Capodecina Frank Castellana was married to a Masotto, maybe the aunt of the Masottos who were made. Wouldn't be surprised if there is a deeper relation too given this clan marries so many blood relatives. The Masottos lived in central Palermo before coming to the US.
