According to Gravano, there was a commission meeting in 1989 where Gotti mentioned to Chin that the Genovese family had about 40 vacancies in their family. I've read that Chin threatening Amuso at a wake thing too, but I don't believe it one bit. It doesn't make sense at all.
First, their 'groups' both met more than once to discuss the state of affairs in the city and to discuss the windows business, which the Luccheses had a instrumental part of making happen (way beyond just elbowing their way into an already existing racket). Didn't the Lucchese have the union that made the entire thing possible?
If Chin was going to dish out warnings, why do it in passing at somebody's wake, instead of the private meetings that you've had about the same very topic. On top of that - The Chin doesn't seem like the type of guy to dish out an overt threat right to the face of a sitting boss, and Amuso definitely doesn't seem like the type of guy who'd let himself be afraid of anybody, Chin or not. He's a boss for christs sake, and a pretty treacherous one with at least like a dozen shooters behind him. He's not taking shit from anybody and someone like Chin wouldn't expect him to.
I believe the quote from Amuso more, saying about the Chin - "that asshole should kill himself now" when they found out that Savino flipped.

The story does seem far fetched. Its from a good article though on the state of the mob in 90s, its the same article that claims the Genovese inducted around 30 members in the early 90s after not inducting many in the 80s.

It was originally a Genovese operation and they had to bring in the Luccheses because of Local 580. My point still stands. The Lucchese family controlled the Union that did the installations.
