The 'Chappy' they mention is most likely Lorenzo Brescia. He was a strong-arm man for Luciano and a soldier in Mike Miranda's crew. Some time ago I found an old article that mentioned how he was straightened out at the same time with DeFeo and Funzi.

The whole exchange is very interesting. In context, the comment about Chicago is clearly an admiring one. As they had no competition, they could afford to be very selective in membership, and thus maintain a large pot to be split among a much smaller number of made guys. From what we know of the way that made guys operated in Chicago (they were partners/shareholders/franchisees in the family enterprise), this model couldn't have worked the same way with the NYC "soldier system".

What it says to me is that a lot of soldiers and even captains depend on rumor and speculation to make their conclusions. It reinforces the fact that information was passed around on a need-to-know basis. They see a guy like Lansky being especially close to Luciano, Genovese and Costello and conclude that he must be a made guy too.

It also appears that a lot of guys were made when the books were supposedly closed.
