The MS 13 are present also in Milan (the L.A. of Italy) two of them almost cut off an arm of a man with a machete.

It is very dangerous for the Italian mob to do too much business with street gangs, for a few reasons. Street gangs operate in a much more open and notorious fashion, which leads to a lot more street gang members getting arrested in law enforcement sweeps than members of organized crime. Street gangs, even more than mobsters, tend to cooperate with law enforcement when they're arrested, so if you have deals with a street gang member you really run the risk that he'll get arrested and flip on you.

Whether it's black or Hispanic gangs, there is some interaction on an occasional, ad-hoc basis. Most Hispanic gang or DTO members are going to speak at least enough English to get by. I've mentioned before that in the 2001 Genovese case, the charges included the family passing on $40,000 in counterfeit money to the Latin Kings.
Ad-hoc? If they are in the streets, you deal with whomever is bringing in money. If you sell weed, you are dealing with everyone. Hell, look at the Bonnanos issues with messages and that Spirito kid. It becomes understandable why the Luchesse, who also has imprisoned leadership, would say, work out a deal with Bloods to smuggle cell phones into prison. Could Mancuso have benefitted from such a connection?

Ad hoc meaning the connections are sporadic, not consistent, etc. The Lucchese/Bloods thing is a good example. The press made a lot out of an "alliance" between the two but it was simply them working together in that instance. Not a formalized, ongoing partnership.
Back in 2006/2007 Joseph Perna and the so-called five-star general in the Nine-Trey Bloods Edwin Spears organized a sophisticated scheme to distribute heroin, cocaine, marijuana and prepaid cell phones into a New Jersey state prison. That case is the first documented example of the LCN apparently partnering with a gang such as the Bloods.The Luccheses were making a lot of money off of this financial partnership. They were supplying the money and they'were getting a cut of the profits. And at the same time what the Bloods and Spears in particular were getting was a source of funding to basically fuel the narcotics and the prepaid cell phones coming into prison.Spears and Perna talked at great length. Perna and Michael Cetta were charged with racketeering, conspiracy to distribute heroin and a host of other charges stemming, in large part, from surprisingly candid wiretapped phone conversations they had with the Bloods leader. "I want you to feel me like I feel you guys, man, But really, man, love you guys to death." Edwin Spears said to Joseph Perna on the government's tape. Perna asked Spears to to get a Blood gang member to stop extorting a Lucchese associate in prison.
