Really there's no way any one can say for certain, but if I had to take an educated guess, I'd say that up until the Windows Indictment they were together through it all.
Read D'Arco's book (which again, he speaks on Vic's subdued character a few times with what I think is a little bit of a bias; maybe Vic was just a low key, quiet guy, who knows...) and note that during the time period when the functioning administration of the family was Vic and Gas, I don't think there was one time up until the Windows case that D'Arco just met with Casso by himself. Every time, for every meeting, idea, order, murder contract, etc. - it was either Vic and Gas together, or sometimes just Vic by himself. That says a lot. Maybe the only input Vic accepted was from Gas, but at the end of the day he was the boss, doing boss things, and involved in everything going on. It wasn't the mastermind puppeteer Casso pulling his strings.
Maybe when the indictment dropped and they went on the run, they both had diverging agendas. Casso was coming into the city alone to meet with people. Calling hits (like the one on his architect) alone. Hell, even rumored or alleged to have gotten Vic busted. There's no way any of us would ever know for certain, but when they were both functioning as the Admin for those few years before the indictment, I highly doubt Casso was doing anything behind Vic's back.

I agree, those 2 were privy to info we will never know about and I believe gasso is taking the brunt of the blame. Which is unfair because:
- Vic was the Boss, at the end of the day it's on him.
- They had to have reliable info that led them to believe they had a serious rat problem.
- Vic is still boss. If he went crazy, like they say Casso did, and didnt have proof for a serious majority of people on the kill list you would think he would be replaced if not killed while in prison by the family for destroying the family. The way hes treated now makes it seem like the family is more tha fine with what went down.
- Scarfo gets a pass by a lot of people on here for just being hardcore LCN. Why isnt gas given the same benefit of the doubt?

Did you mean to say why doesn't Vic get the same benefit? Because with Gas the answer is obvious: he literally ratted. Already takes him out of the same league as Scarfo or anyone else who didn't cooperate

That’s what I never understood about the story about Matty Madonna saying the Luke’s didn’t recognize Mikey Nose as boss because he was locked up. Their own boss was locked up.

Maybe Madonna and the other Admin guys just straight up didn't like Mancuso and thought he was an asshole, didn't want to recognize him, and just said whatever they could to do so. Both of those scenarios are total speculation , especially the "backing Joe C" one which I admit is completely baseless.
But it'd make sense if Madonna simply didn't like the guy and said "he appointed himself a boss AND he's locked up, why should we recognize him?"
