Commission membership

To Everyone: I am sure this issue has been discussed ad nauseum on this, and other, Forums (and if it has been discussed in detail on this Forum, please do not hesitate to point me to the appropriate link); however, I would like a simple, succinct, definitive answer to this question, if there is one.

I know from reading books, articles, and threads on this subject, the total maximum membership of the National Cosa Nostra Commission has been reported to be 9: the Five New York Families, Buffalo, Chicago, Philadelphia, and Detroit. There have been other passages in books/various newspaper articles on particular Cosa Nostra bosses, usually published by the respective city newspaper/discussions on this Forum citing various snippets of "evidence" that refers to other Families other than the aforementioned 9 that have allegedly sat on the Commission. IIRC, among the other Families that have allegedly sat on the Commission have been New England (Patriarca); Cleveland (Scalish); Pittsburgh (LaRocca); NorthEastern Pennsylvania (Bufalino). I am sure there are others I am not able to remember. I do remember that, ALLEGEDLY, it has been reported in some of the aforementioned literature/discussions that the maximum number of members on the Commission have been 12.

My question is: What was the true, as-best-as-can-be-verified, maximum number of Commission members, and who comprised the Commission at that time. I am especially interested to know if Bufalino or Patriarca ever sat on the Commission.

My apologies in advance if I am going over to much old ground.

Best as can be verified:
1931: 7: 5 NY Families; Chicago; Cleveland.
1931-1957: 7: 5 NY Families; Chicago; Buffalo.
1961- 1966: 9: 5 NY Families; Chicago; Buffalo; Detroit; Philadelphia.
From 1967: 5/ 6 pretty much 5 NY Families on the East Coast and Chicago looked after the rest.

The Genovese Family represented Pittsburgh, Cleveland and Scranton/Wilkes-Barre on the commission. RB was certainly nationally respected but he was not on the ruling commission
