Members Who Have Had Their Induction Held Up
Before an associate can become a made member of a family his name must be passed around to other families who then have to sign off before he can be officially inducted. Technically, any made member of any family can prevent an associate's induction, and in the case of Al D'Arco his induction was held up by a soldier named Frank Manzo who didn't feel that D'Arco was worthy of the promotion. Also Lefty Ruggiero of the Bonanno family had his induction postponed because he was in debt to a made member. Are there any other associates who had their inductions held up or denied altogether by other members?

It is mentioned in the Philly thread but Riccobene held up Martorano, not sure why and he wouldn't let his brother be made.

Former Gotti crew associate Frank Guidice was proposed for membership and was rejected. He was later inducted in 2016.

Vinny Basciano Jr was proposed but never got made so evidently someone knocked it down.
Bernard NiCastro and Robert Collina were proposed DeCavalcante members but were knocked down. NiCastro for losing his nerve during a hit and Collina for vandalizing a coffee shop.

The Colombo family put in a claim against Vincent Basciano Sr for the reason that they (the Colombo family) had killed Vincent Basciano's father years earlier.

There was a FNU Scopo referenced by Theodore Persico Jr. in 2009 as being proposed for induction, but his proposal was rejected (presumably by Persico Jr. or others in the Persico-led administration), because “we”, Teddy said, a reference to the Persico faction of the Third Colombo War, murdered FNU Scopo’s father, Joey Scopo, in 1993.

(For example) I suppose if a soldier from the Bonanno Family objects to a guy being made into the Genovese Family he must have to have a damn good reason & then it is investigated. I'm not sure how it works these days, but back in the day if you owed money to a member of another family they could hold up your induction until they were paid back, or if you were an associate of multiple families they could make a claim on you. Lefty Ruggiero wasnt made short after the books was reopened because he had gambling debts with various bonanno made men,and for this was made only after after paying them.

I’m sure the list still gets passed around amongst the NY families, it’s fundamental to how Cosa Nostra operates and what makes it one single organization. Think about how many quarrels passing a list around has prevented, if there is a beef they want to squash it before they do an induction that can’t be undone.

Hard pressed to think of anyone confirmed in the 60’s other than Allie Boy Persico who ”transferred” from the Colombo’s back to the Colombo’s

Isn't it rather the admin of the families? It's a lot of work having to put names through 1000 other members. What a burden that would've been in the 50s and 70s.
