The author just let Ralph talk. I agree that it was nonsense but it was Ralph's word not Larry's.
I believe the the Colombo Family supported him. He also did a lot of Fed time, so who knows what contacts he really had in New York.

He was recognised as the official boss by the Genovese and Gambino families I believe and also had meetings with the Colombos so it's likely they recognised him. He was in the same prison as Vic Amuso for a few days I think and claimed he had support from him but while Scarfo was incarcerated he used his friendship with Amuso to put contracts on Natale, Merlino and Ronald Previte. The problems with Philadelphia and the Lucheses seemed to continue through the 2000s. After Natale flipped, the Genoveses and Gambinos weren't initially recognising Philadelphia, which was why Pete Caprio took the initiative to try to kill Ligambi, Mazzone and Borgesi to take over as boss

It was introduced in FBI agents’ testimony at Andy Russo’s trial. It was also another addition to a long list of Probation Department violations since Gioeli was a Colombo capo.

he did time with Dentico and I think paradiso or someone of that caliber and it doesnt look like they supported him at all. he wrote nothing of them. his only accomplishment is sitting in a room for half his life
