Yea, They were bleeding him dry with the intention of making him and placing him in the Corrozzo crew to continue to bleed him dry . And, Once a guy is kicking up that much he's expected to keep that amount going every month no matter what ! he was only required to pay if his company actually made money , the mob didnt even get money off this guy when a few of the ventures failed to earna profit.

Well who proposed him ? I remember reading back when it was all going on , With that NASCAR track etc. That someone was proposing him , I'm pretty sure it was Corrozzo , Maybe I'm wrong ? I even think he was telling his wife that he was being proposed at the time and it was caught on wire . But , Corrozzo did tell him at some point he was on record with him and the Gambinos and soon he was putting him up for induction

Maybe he was just BS'Ing Vollaro to keep the money flowing which it was already , Maybe he was gassing his head up to make Vollaro feel extra special and really important to keep him right where he wanted , Maybe to make him feel more inclined to go out of his way to always get things done . We know when guys hear they're being proposed they go out with they're heads gassed up and they're chests puffed out and either getting made or just left out in the wind continuing to go out of they're way and keep the money flowing etc..

he was a good earner though if they made him would he still have to pay protection ? The mob made a killing when vollaro sold his concrete plant
his dad was a bookie who paid protection and xmas money to the gambinos

So yeah, I think being inducted gives you some sort of protection even against your own capo, especially if you can reach out to someone else in the family to start a beef.
