Cigarette taxes are very high in New York, they are among the highest in the country, smuggling is big here.

im not sure what percentage of the actual purchase price is taxes, I think it's upwards of over 60% but I could be wrong. but, a pack of 'legit' name brand cigs with the official NY tax stamp is 'officially' no less than $13.00 - thats the base price set by law. of course there are a variety of bootlegged options, the most popular being out-of-state packs. something with a carolina or virginia stamp which will probably run you $10 a pack, maybe a little less
a less safe option are the BOOTLEG bootlegs. coming from china. tastes like complete shit. usually unstamped but its not unheard of for an enterprising bodega owner to comission a fake NY stamp to pass muster...although thats expensive and hard to do
