Probably the longshoremens in Brooklyn. The Irish gangs had that as early the 1910s if not earlier. LCN may have gotten into by then if not a little later. They definitely had a stranglehold over it by the mid 1920s.

As far as the LCN goes, one of the earliest was Genovese control (through Joseph "Socks" Lanza) of the United Seafood Workers Union Local 359 and Fulton Fishmongers Association in the early 1920s.
