Help Identify Redacted Info in Chicago FBI File

Can anyone tell me who the individual is that's "on bad paper" along with Shorty LaMantia in this FBI File?

It may be Wilson Moy, a Chinese gambling figure associated with the South Side. His acquittal was suspected of being "bought" by the Outfit, although that charge was not proven in Roti's trial. He was the connect between the First Ward and the actual shooters in the murder trial. Lenny Chow was suspected of being the triggerman but he was from New York and contracted to murder an individual named William Chin in Chicago on behalf of Moy and the On Leong (a Chinese gambling organization which Moy belonged to). That probably rules him out. I am not sure if Moy was ever charged with being involved in the murder, either. They could be referring to one of the other individuals who were tried with Chow. I am not aware of their names.

Moy and the On Leong paid tribute to the Outfit for many years. Shorty LaMantia (who collected the street tax from the On Leong) and members of the On Leong were convicted in 1995 and sentenced to prison. Moy allegedly approached Roti and offered more than 70 grand to fix the trial.
