Agreed. They had business interests all over the Midwest/west coast so they naturally exerted a lot of power over the regions. I don't think they had much interest in controlling the smaller families.

'Books' has not just been a New York thing.
Chicago is the exception, not NYC.

All families respected the traditional structure except Chicago.

I don't really think Chicago was focusing on controlling the size of families or controlling making ceremonies or "books" like NYC. They did have influence in St. Louis, KC, Milwaukee, Rockford and the other smaller crews throughout the midwest but I don't believe they ever use "books". That always been a NY thing.

I don't think so. At least not for the California families. They probably didn't care who the mid west families made.
