Mid /West coast permission question
Did Chicago give permission to make or "close.the books" with any Midwest or west coast fams?

I don't think so. At least not for the California families. They probably didn't care who the mid west families made.

I don't really think Chicago was focusing on controlling the size of families or controlling making ceremonies or "books" like NYC. They did have influence in St. Louis, KC, Milwaukee, Rockford and the other smaller crews throughout the midwest but I don't believe they ever use "books". That always been a NY thing.

Agreed. They had business interests all over the Midwest/west coast so they naturally exerted a lot of power over the regions.
