Russo was not a fan of the Boiardos and no one seemed to like Tony Boy, at least from what I gleaned from the DeCarlo transcripts.

Interestingly, Catena was Tony Boys best man, and was close to him (they played golf together). When DeCarlo asked Jerry why 'he brought the kid around', Catena said something to the effect that he was keeping the kid safe as a favor to The Boot. Safe in this context, meaning from being taken advantage of moreso than any type of violence. That's how I took it.

Back on track, would seem the admin was Lombardo, Tieri, and Salerno when Boiardo's requests to promote Tony to acting were rejected.

I think the west side after Genovese didn't really want a official boss. Either due to the LE pressure or whatever else but they have been actively switching seats for 50 plus years

Adding another name to the mix earlier in the 1970s, the Campi book (seemingly via Barone) has Tommy Eboli as consigliere while Lombardo was boss and Zeccardi was underboss. Eboli was murdered in 1972 while Mike Miranda died in 1973, so if true it would mean Miranda stepped down by 1972 or earlier.

Then you have these charts that list Catena. That's a lot of alleged consiglieri between 1970 and 1980.

Is it possible that there were two consiglieri at the same time from the 70s to the mid-80s? Perhaps Catena held an honorary or emeritus rank and occasionally gave advice while guys like Manna performed active duty roles.
