Since I haven't seen people discuss the context of Pussy Russo's "Lombardo is the real boss" comment, he was telling Angelo Sica that Richie Boiardo had twice gone to the NY admin to appoint his son Tony acting captain and they rejected it both times. Boiardo went to Funzi Tieri with the request but Russo comments that Lombardo, "the real boss", knocked it down and that Tony Salerno also knocked it down. The admin appointed Andy Gerardo instead.

A little off topic, but Russo also said that he, John Russo, and Anthony Devingo were not under Andy Gerardo even though he was the crew's acting captain and answered only to Boiardo. Pussy Russo however had not seen Richie Boiardo since 1969 (this recording was the late 70s) and all communication with Boiardo was through his brother John Russo. Many years earlier Pussy Russo was recorded telling Ray DeCarlo that if Tony Boiardo was ever promoted Russo would request a transfer to another crew and DeCarlo told him he'd take him into his decina.

Back on track, would seem the admin was Lombardo, Tieri, and Salerno when Boiardo's requests to promote Tony to acting were rejected.
