Not sure where your LAPD is "so corrupt" information is from. During the last fifty-five years, LAPD has been well known for being a solid, ethical, professional and efficient Police Department (though pretty much emasculated by the liberal, woke mob in L.A.).
Prior to that; yes. There was an underground group of cops that were corrupt and bad, as memorialized in numerous mob movies portraying events in the 1930's, 1940's and early 1950's.
