As I previously showed you, we obviously have evidences regarding the EXISTENCE of a non-Italian group within the Chicago Outfit, with their own OFFICIAL POSITION on the syndicate's "round table" or the board of directors.
The MAIN PROOF regarding the existence of their official seat was the LINE OF SUCCESSION which means that same position was real or official.
Jake Guzik allegedly held that position from the early or mid 1930s (after his release from prison), until his death in 1956.
Murray Humphreys succeeded Guzik from 1957 until 1965 or until his death, who in turn was succeeded by Gus Alex.
Also after Guziks death, Alex was the one who inherited all of Guzik's former contacts and rackets in the First Ward, Loop, Near South and the whole South Side, while Humphreys was his representative on the board of directors. According to Humphreys' own words, he allegedly didnt undertand gambling very well and this is where Alex also comes in.
After Humphreys' death, Alex inherited the seat until 1972, when he received even higher position next to Accardo and Aiuppa or the top level hierarchy.
It is quite possible that the next individual who inherited the so-called non-Italian seat in 1972/73 was probably an Italian made member of the Outfit, Pat Marcy, while Alex remained at the top until his imprisonment in 1991/92. It is quite possible that Alex never named a successor.
In some cases the non-Italian position was named as "TREASURER" or in other, the informants labelled as "ADVISOR", because the individual acted as some type of "consiglieri" for the top level members, such as boss and underboss.
In fact, because of the long time close relationship between Humphreys, Alex and Frank Ferraro (we have multiple evidences that Ferraro held the underboss position), after his death in 1964 or in 1967, the FBI ONLY ONCE "mistakenly" labelled the late Ferraro as the previous Outfits "treasurer" and that later ALEX TOOK OVER HIS DUTIES.
The non-Italian representative also had to RIGHT TO VOTE regarding many internal subjects, including the ELECTION of a NEW Italian boss of the organization and regarding the rest of the organizational structure. The non-Italian reps also had the right to vote if families of made members should be taken care or not, financially.
The position also oversaw all types of members (made and non-made) and the individual also acted as "MEDIATOR" or arbiter between them. (again similar to Italian consiglieri) If the non- Italian representative and the Italian underboss werent able to settle the dispute, then it was ONLY for the Italian boss of the organization to take care of the problem.
The non-Italian position also oversaw the MAIN Outfit finances, political and union connections, legitimate operations and "out of the country" contacts.
The non-Italian representative CONTROLLED HIS OWN multiple areas and districts and also certain rackets, such as gambling, prostitution, loan sharking, corruption and extortion.
Anyone (both made and non-made) from a different crew or group who wanted to operate in their areas, first they HAD TO RECEIVE "OK" from the non-Italian representative or leader of those same territories.
The non-Italian representative also had JURISDICTION OVER both Italian made members and non-made guys, or over certain crews with non-Italian crew bosses and Italian capos, who operated all of the previously mentioned rackets and contacts in their (non-Ital) areas.
The Italian boss was able to DEMOTE the non-Italian representatives from their position, same as their Italian (made) accomplices. (this information comes from a wiretapped convo between two made members).
