There's just not enough recruitment pool to maintain the kind of (apparently) street operation that those guys are running. If you look at the guys profiled on Pennisi's blog, guys that are being made nowadays are mostly people who can help a family make inroads into a legitimate/semi-legitimate business (services that seem to be based mostly around any kind of "real-estate" or territory, like vending back in the day attract half-assed entrepreneurs all around the world) and help others earn that way. They don't have to be gangsters, being a scumbag businessman is more than enough.
I think the Colombos still have Arrow Linen, bread routes and up until recently, some pull in the unions, but you'd need someone with marginal business sense to maintain and expand those rackets. Teddy doesn't seem like that kind of guy, unless they keep him as a figurehead, throw some cash his way in exchange of being allowed to operate freely. The other option is running a loan book out of a bar and earn 300$ a week.
