There's somethings you can help me understand: Why do you think it's right he didn't testify? Why do you think it's right he didn't "hurt" anybody in the Outfit? And why do you call him a "rat fuck"? Doesn't matter you used quotation for "rat fuck" it's still your view and it's clearly so from context.
Again were speaking in the context of the mob. In regards to that the right thing for a made guy to do is not rat on his fellow members. Also in that same context anyone who admits membership and pins crimes on others is a rat. This stuff is pretty cut and dry.

Speaking of "rat fucks" and "fucking rats", this always reminds me of the murder of Irish gangster Declan Gavin by "colleague" Brian Rattigan from this documentary clip

I believe Mario Rainone was all set to inform but then the Outfit blew up his mother's house, he decided not to and did a lengthy stretch in prison.

Cullotta was never made. Victor Arrigo was another guy who was allegedly made but never testified in a criminal trial. He did testify at a few hearings, though.
