Did the other families know about the Genovese "front boss" system?

When, after Vito Genovese's death, the family started to use the power-behind-the-throne / front boss system, was it to trick law enforcement only or the other families too? For example, when Eboli was killed and Tieri took over, this was convenient for Gambino who was Tieri's friend, but did he know that Lombardo was the real power and had the last say, not Tieri? If I got it right, the "front bosses" did all the "duties" a boss is supposed to do, attended commission meetings etc, like for example, when Galante's murder was decided, Tieri was at the commission meeting, not Lombardo, although Lombardo surely knew. But did the other bosses know how the situation really was?

But in this case, what was Vincent Gigante's position at the time Angelo Bruno was killed? Allegedly, by then Lombardo passed the "power-behind-the-throne-boss" position to Gigante. But, if Tieri was the real boss, what was Gigante's role then? In Leonetti's book, it's said the Genovese leadership summoned Tony Caponigro to "answer" for the Bruno murder pretending they had nothing to do with it, and Gigante, Manna and Tieri were present. If Tieri was the boss and the one who planned the whole thing, Manna was consigliere, what was Gigante's position? Underboss? Leonetti then says Gigante was the real boss in that moment, but how reliable is he in your opinion?

Thats a pretty big decision that i would think the true boss would have the vote, rather then a "street" whos personal feelings could differ

Maybe Lombardo instructed him what to say and how to vote before sending him to the meeting.

It's highly likely the Genovese rank and file and almost certainly other families were unaware of the 'front boss' system.

Likely only the Capos were aware.

So I'd put minimal faith in the credibility of CI's/Informats etc.

If you read the whole section in the leonetti book discussing the details of the Bruno situation there was a back and forth with gigante asking tieri if he told capingro he could whack Bruno. No one would ever confront a boss on what he did or didn't say so that sounds like chin was in charge. Also chin personally made nicky the boss, not tieri according to that book.

At the meeting Toto Auriello, Gravano's Captain, introduced a man named Dom as a Captain in the Genovese Family. Gigante immediately corrected him, saying that Dom had become the Consigliere. As a result of the meeting Gigante agreed to communicate with DiNapoli and straighten out the problem. He then did so.
