Aside from the Gov't not getting their tax revenues from the machines,
they should leave the whole situation alone. Here in Georgia, the machines
are in every independently owned gas station w/convenience store attached.
Mostly all are Indian/Paki owned. I have not been able to ascertain the 'fellas'
that own/run the machines. I've asked, but get no where with an answer.
The store I go to has eight machines in a row. They never get fucked with.

There are a lot of those fishing machines around here. Most of them are owned by regular joes. They are usually in these dumpy sweepstakes places that get knocked over every other week. I've thought about renting a couple and putting them in pool halls.
