From what I was always told, and this is third party so idk how accurate it is, I asked the same question when he took the reins. Apparently he did some work years ago for one of the west coast chapters. Not sure what, that's how it was told to me. But it gave him the juice he needed to take over at a young age. Ray D is one of his right hand guys. Ray had a chance to go LCN back in the day and chose the biker route.
