Confederate wrote: Fri Oct 20, 2017 12:27 am IF I am correct, and I say IF, the autonomous theory may have actually started around 1986 after Auippa, Cerone, Lombardo & LaPietra all went to Jail.
That was when the Rico Act really started to kick in full force. Also, the Feds said that Ferriola was the Top Boss but other people have said either DiFronzo or Carlisi. This is where it started to become really confusing with conflicting stories. Before the Strawman case, it was obvious that Auippa and Cerone were the top two Bosses. But, even then, it seemed like Cerone was still the Boss of Elmwood Park and Auippa the Boss of Melrose Park.
Seems like the most powerful bosses in Chicago had their own Crews and didn't give up that power. You could argue that Cerone was the Boss of Elmwood Park and DiFronzo was his personal underboss. Chicago is very difficult to understand and more mysterious than other cities. LOL
Dont get confused by the crew thing since many of the chief executives and under bosses controlled their own crews
So, even though Cerone was the #2 of the entire Outfit, he still controlled his own Crew to a certain degree in order to retain his power base. So, in other words, DiFronzo was the Capo of the crew day to day but was really Cerone's personal underboss since Cerone maintained control and direct contact with the men in Elmwood Park which is where he lived anyway. I know Fosco used to say that Cerone was always in direct contact with Messino and other top guys in his crew and did not always go through DiFronzo. Well, that makes sense.
Probably the same thing was true for Auippa who maintained close contact with his men and Carlisi was the Capo along with being Auippa's personal underboss.
Then, later in the 1980's when Auippa and Cerone were in jail, Carlisi could have been the Top Boss with Marcello being the Capo of Melrose Park
and being Carlisi's personal underboss and then Difronzo was the #2 with Andriacchi being the Capo of Elmwood Park and DiFronzo's personal underboss.
Maybe SOME THINGS were autonomous and OTHER THINGS WERE NOT depending upon the particular activity.

I'm having a hellava time trying to understand Chicago, (LOL) but maybe it is starting to make sense about the structure. I still think there was definitely a lot of autonomy going on but maybe not on everything. Las Vegas was certainly not autonomous. Union activity didn't seem like it was autonomous either because it extended beyond territory. Maybe other things that were more strictly territorial were autonomous like Gambling or Loan Sharking or high stakes Card games etc.

Tons of stuff here that I'll get to later on but I'm burned out on the endless theorizing about the Outfit because we all just end up talking in circles. These types of discussions happen every now and then.

I don't really like talking about the Outfit, but I have to throw this out there because I've asked the question before. ( Not on this board). How would you compare bookmaking vs video gambling? I know you guys remember the Sarno case? About video poker machines and the Outfit blowing up a building, or something like that. Well, I SUSPECT, the Outfit completely controls the video poker industry in Chicago, through legit companies. (Coin based machines and their descendants have always been big here, Midway Games , shit like this...)

Now we are talking close to 27000 machines with a gross revenue of 1.2 billion dollars. And I think that's just Chicago. Not included no the rest of the state of Illinois. I recently read that the amount of new machines amounts to like, the equivalent of 23 new casinos.

Like there is a new fuckin video slots machine IN MY LOCAL GROCERY STORE??!! And not hidden at all, it's front and center, all out in the open. For " Recreational Purposes" lol.

I honestly think the Outfit is a collection of corrupt businessmen tied into the City power structure. They get contracts, like the big one at the Airport to the Daddano guy. Lots of city and state stuff,I SUSPECT, LOL. None of this is fact, well the video gambling numbers are, I mean the Outfit connections there.

I know guys who place bets regularly, but it's the same stuff, like online. And these are like, IT type guys, young guys working professionals with money to blow. Not like, blue collar Union guys placing bets with the guy at the bar. Not really sure why there aren't more bust.

But, you gotta understand, this is a corrupt city man, R Kelly got off and he was on Video!!! You know what I'm saying?
Biggest mob case last 15 years was the Casino hits, like what prosecutor wouldn't want THAT CASE?

But, I mean gambling, HERE? In Murderland? I don't think that shit rates AT ALL.....

Edit: No I was wrong, that revenue is for,the whole state...

There was an article from the early 2000s where LE had the Outfit bringing in 100 million a year with most of that comingg from their video poker machine business. Now obviously it is impossible to know the true number of how much the Outfit brings in a year but it does show how important vieo poker machines are for them.

It's a new morning in America... fresh, vital. The old cynicism is gone. We have faith in our leaders. We're optimistic as to what becomes of it all. It really boils down to our ability to accept. We don't need pessimism. There are no limits.

If you google video poker gambling in the State of Illinois, the article said in 2016 there were about 24,000 machines STATEWIDE which is the equivalent of 20 Casinos and they are all controlled by the STATE OF ILLINOIS. It's legalized gambling and has nothing to do with the Outfit.

Who do you think supplies these machines, in the first place? Everything in Chicago is run like a cartel. I wouldn't doubt if the outfit collects on almost all those video poker machines, at least ones in the northern part of Illinois and southern Wisconsin.

In addition to being the overseer of the the outfit's international gambling interests, Carmen Bastone was also in charge of a factory in Spain that made the actual video poker and slot machines.

I think your right about the video machines and it would make sense as you don't need a ton of agents managing gambling packages and thus is a way to make big $ in gambling without the additional security risk , that makes sense to me , NY just does both ad they are $ whores .

Blue collar and white collar are placing sports / horse bets the same way today , online or a call center in Costa Rica with an agent that you settle up with .

Sports gambling is attractive for prosecutors as no way can you operate in that business without a cell, plus they can follow the $ to see who the capos or admin is and once you have a physical threat on a dead beat , your talking about real time for soldiers (2-3+ years ) and it's great for the papers and getting some made guys off the street .

I highly doubt the Outfit is managing large gambling packages as a bust would have definately happened , probably for security reasons as you open your crew up , they seem content with controlling the video poker as the machine replaces the agents and thus you only need a guy or 2 you trust to make the collections with the bar owner and it's cash up front so you can't get jammed up with violence . Ny cases show you they will kidnap you to settles debts lol.

The outfit seems more disciplined and it's probably cuz there is less competition and they are content making very good $ whereas NY is stilll the wild Wild West to some extent and they just can't pass up making that quick $ and build all the $ and time costs into their operation . They cool chilling in jail for a couple years to pull it that extra $ and plus usually customers are sticky so when you locked up you can have someone servicing your clients until your back home . Hope that makes sense lol, sorry but everyone is a bookmaker or agent around me

Definitely not the Outfit. The State is dealing with legitimate licensed Companies that are CHECKED and RECHEKED by the Gaming Commission.

For the mob, or at least the NY families and a few others remaining on the east coast, bookmaking is far and away the biggest money-maker. You could add up all other forms of gambling the mob is still involved in - video poker machines, numbers, card games - and it would only be a fraction of sports betting. I saw a study a while back covering illegal gambling in the US, mob-connected and otherwise. Far and away the biggest market for illegal sports betting is the tri-state area. The mob cases bare this out as, with few exceptions, the really big bookmaking cases have involved the NY families.

As I said before, there have been some mob bookmaking cases in Chicago, but not as many as one might think, and none of them have shown big NY-like numbers involved. I'm not sure what the income the Outfit receives from sports betting is compared to video gambling but, just going by the cases in more recent years, poker machines seem to be at least as important to the Outfit.

That said, I wouldn't assume that all, or most of those 27,000 machines (47,000 according to a 2005 article) in Illinois are connected to the Outfit. You can look at the related Outfit cases (Centracchio, Marcello, Sarno, etc.) over the last 15-20 years and the number of video poker machines involved in those cases don't support jumping to that conclusion.

But I've noticed over more than a decade on these forums that, when it comes to discussions the Outfit, theories and assumptions make up a big part of them. One reason, it seems, is because of the the unique nature many see the Outfit having (more true in the past than today), it's easier to attribute or at least make a supposed connection with any and all cases of high level crime and corruption to the Outfit. As if it all revolves around the Chicago mob rather than the Outfit simply being a part, and taking advantage, of that overall corruption in Chicago.
All roads lead to New York.
