It's the other way around if anything. All signs point to Muscarella being the one that has been running the day to day for Bellomo. And Muscarella was at the Genovese family Christmas party last year so not exactly hiding in the shadows calling the shots.

The belief that Barney isn’t the no 1 demonstrates a lack of knowledge and understanding of the actual situation. Chin tapped Barney not Ernie. That’s no disrespect to Ernie . He is the most powerful underboss in the United States and has boss like status everywhere he goes. Danny, Ernie & Patsy run the day to day . Hippy, Mickey , patty and Ralphie are next in line.

there's one glaring mistake where Campi says the Patriarca Family wanted to make D'Urso, and says their boss, Adolpho Bruno, really wants him.

I haven't watched it yet but Nadu has a video up interviewing Campi. The title of the video is "Barney Bellomo is NOT the boss of the Genovese family today."

I’d say everything points to Ernie being the boss, with Ragusa being next up. Bellomo is pretty obviously the fat Tony character with Ernie as the chin.
Also, Ernie is indeed a ghost. There is one lone mugshot of him that exists, and that is literally it. Him attending some party doesn’t mean anything. There was that photo of bellomo posing with Ragusa at a party as well.

About halfway through the video, will finish it later. Nothing has come up so far about Bellomo not being the boss but there's an interesting segment about Jerry Catena. Campi confirms that his information about Catena being the official boss comes from George Barone:
He identified Jerry Catena as an official boss...I thought he was just part of an acting administration but George was surprised that I didn't know that Jerry was the official boss...Jerry Catena stepped away after doing a stint in prison for being held in contempt and retired.
