I went off topic a bit but this is my attempt to briefly analyze DeLeo's role as street boss in contrast with Allie's role, in prison, as acting boss.

We know that DeLeo wasn't making decisions on his own as street boss because he didn't really know anyone in the family aside from Allie Persico and Mike Ferrara. He only went to New York as street boss a few times, once to perform an induction ceremony which he didn't organize, inducting men that he didn't know. He also met with Colombo soldier Reynold Maragni in Florida, but that was apparently to facilitate cross-country drug deals. He may have also been conducting some family business, as Maragni was Allie Persico's point-of-contact for the Colombos operating in Florida, but that's still speculation. There was a lot of administrative changes in the Florida crew from '08-'11 as Maragni sought to organize all the Florida-based soldiers under one roof.

We also know that DeLeo didn't actually know many Mafia terms and customs until he went to New York; he discussed the norms and customs associated with the Mafia in taped phone conversations with his sister.

We also know that while DeLeo held the title of 'street boss' living in Somerville, Michael Persico (an associate and brother of Allie Persico) was actively engaged trying to propose members for induction (i.e. Anthony Russo and Francis Guerra), handle sit-downs and disputes (the Spata gambling disputes, for example).

Lastly, when Maragni and DeLeo were setting up a cross-country marijuana distribution scheme, it was Maragni who asked Michael Persico for permission, given the Colombo family's perceived stance against drugs. He didn't ask DeLeo for 'family' permission. He met with M. Persico, after meeting with DeLeo, to ask express permission to deal drugs. That, to me, is one of the clearest pieces of evidence that DeLeo's function as 'street boss' was purely ceremonial.

Here is Scott Curtis' testimony at Andrew Russo's 2011 detention hearing on the definition of street boss:
The official boss of the Colombo family is still Carmine Persico but he’s in prison for 100-year sentence. His son Alphonse Persico was designated as the acting boss for his father. He is now in prison for life. Therefore, they need a boss that’s not incarcerated and has the ability to interact with
not only the Colombo family but with other families to mediate disputes and run the family. That individual in March of 2010 was designated as Andrew Russo at that point.

Curtis further clarified that Persico remained the acting boss today (i.e. Jan. 20, 2011). When asked if the street boss earned money or tribute from his role, prosecutor Elizabeth Geddes told the court; "Unfortunately, most of the time he doesn’t."
Gohn- thanks for the delineation. I'm confused as to why they would bother bringing in Deleo at all. to act as lightning rod to keep attn away from michael p? i wonder what Michael Persico is worth. Happy New Year All!

They need someone on the street to carry out their orders. Deleo was perfect, as his loyalties were to Allie and nobody else. He wasn’t a lightning rod, he was a necessary conduit to the street.

You have a Bloomberg terminal in your house?!
It’s a subscription data service accessible on any computer vs an actual machine/ terminal. Confusing I know and probably needs a name change lol
No I know what the terminal is. I was in a finance major in college and had an internship or two before I went back to doing construction (don't ask why) But it's like $2k/month. But it was free at my school and I took the e-,learning courses to get licensed. It's hard to learn if your not computer savvy like myself
Nice !! construction is the way to go IMO, anyone with a job involving physical labor should do very well income wise with labor shortages. I’m in finance and over supply of labor will prolly be an issue for me lol . I’m eh in computer savvy but good with financial analysis so at least understood the data but I agree with your point.

But yeah the cost mostly limit it to Company paid for lol unless you have a lot of personal assets.
Do you have to know python, Java,C+ etc?
I thought about getting back into it, maybe, but I don't have those program certs on my resume. It's my father's construction company and working with family...

Maybe. I believe Gang Land News reported that Allie's goal was to throw off the FBI by using a street boss who lived out-of-state. It didn't really work, because DeLeo wasn't schooled on evading FBI after serving most of his adult life behind bars.

I believe that there probably wasn't a lot of competition for the title of 'street boss.' As Elizabeth Geddes mentioned, the street boss didn't typically didn't profit from his role. Most of the daily functions normally reserved for 'street boss' were probably handled by the street administration; Benjamin Castellazzo and Richie Fusco while DeLeo was running his little drug-dealing/extortion ring in Somerville.

How did DeLeo receive orders from Allie Boy? Was it through visits?

In the government's investigation of DeLeo I don't think they ever documented any contact between DeLeo and Allie Persico. But Allie's brother, Michael, was an influential family associate who visited his brother (and father, Carmine Persico) often. Michael Persico was caught on surveillance travelling to Boston to meet with DeLeo, and DeLeo also visited New York numerous times on business.

Also, DeLeo probably didn't need a constant line of communication for Allie because he wasn't actually giving that many orders to the rest of the crime family. An interesting example is when DeLeo travelled to Florida to meet with Colombo capo Reynold Maragni to discuss a cross-country marijuana distribution scheme. At the meeting, Maragni told DeLeo - whom Maragni referred to as the acting boss - that he would need to 'get the okay' from the official boss, Carmine Persico, before engaging in the scheme. This shows a disconnect between the traditional Mafia lines of communication/hierarchy. The acting/street boss is supposed to be a representative of the official boss. In fact, when Andrew Russo got the job in 2010, he was introduced to other family members specifically as representante. But here we have a Colombo captain telling the acting boss that he can't do business with him until he goes around the chain-of-command and reaches out to the official boss himself.
I don't know dick about dick.

It does get referred to as the Persico family sometimes. John Pennisi talked about how he had heard the family referred to by that name. Joseph Campanella testified that the family was "known as the Persico family". Joseph Massino also testified that name was used to refer to the Colombos.

Interesting information. Whatever happens with Teddy Persico’s case, I assume he’s going to be the boss one day

It's not mine. It's my father. He gets all the credit. He was building it up while I enjoyed a military career in the infantry shooting bad guys. Now I'm home and he still doesn't want to retire. To be mine is the plan though
