there was not the rank of 'boss of bosses/capo dei capi', but the regional commission chariman was a sort of boss of bosses
Toto Riina was a greedy crazy animal who did more harm to the Sicilian Mafia than anybody else. The ONLY people who thought of him as "Boss Of Bosses" were the Corleonesi.
The actual existence of the title aside, at the height of his power Riina was effectively the boss of bosses. Not just to his own Corleone clan, or it's affiliates, but pretty much everyone in the Sicilian Mafia.

To a very fearful, hateful, unhappy rest of the Sicilian Mafia according to Buscetta.

Absolutely. The Corleonesi had everyone running scared, falling in line, or wiped out.

As I had said, fear has turned him into this powerful mobster, something I do not think is true of Provenzano, since he was quieter and quieter.

Provenzano realized that Riina had gone too far in the long run, which brought down the Italian state on their heads and caused a lot of problems within the Mafia, and knew he had to run things differently.

Didn't Bagarella take control of the Coreleonesi after Riina'a capture - he ok'd several bombings on the mainland until he was captured a short time later....

after the arrest of riina cosa nostra was divided into two factions, one led by bagarella and the other by provenzano
bagarella wanted to continue riina'a strategy, instead provenzano wanted a low-key organization

Leoluca Bagarella was insane, he was worse than Riina. He used to snort cocaine and jack off while torturing people in room of death.

My mistake , Filippo Marchese was the one who did that. But Leoluca Bagarella was with him most of time in Room of death.

Tommaso Buscetta said following about Bagarella: "I prefer not to speak about him, I think he doesn't belong to the human species...in prison everybody feared him. I remember we stayed three months together in the prison infirmary and the only words he told me were good morning and good evening."

Some say it was Provenzano who sold Riina to police , but i think it goes much higher than that , masonic lodges like P2 were involved too, Riinas took things too far with war on state.

Remember that after Riina's arrest ,police was ordered not to immediately search the Riina's apartment, and stopped surveillance of house after 6 hours, when they came back, house was empty, they found nothing.

I decided to "revive" this topic because with the recent news I posted in the news of Italy, it seems that Messina Denaro is only the Boss of mandate of Castelvetrano, no longer believe that he is the "Boss of Cosa Nostra," and in January we had news of the arrest of 7 members who were trying to reorganize Cosa Nostra between them Leandro Greco and Calogero Lo Piccolo, and in 2015 the Corleonesi were trying to reoganize too, due to the pressure on Messina Denaro and the recent news, I think this year we will see his capture or a new commission, something that since the 1990s has been difficult.

IMO Denaro has paid the right people the right amount of $
in order to remain at large. Otherwise, he would be in BIS 41 by now.
Provenzano was protected from on high for many years also.

Agreed.

The way the OP describes it very much sounds like a boss of bosses. I'm not sure what he's trying to explain here. Being the head of the Commission, selecting other bosses to replace the old ones, and doing whatever he pleases equals boss of bosses to me. He may not have been actually given the "official" title if that is what the OP is trying to say, but if there was ever a true capo di tutti capi it is Riina, not Masseria or Maranzano.

Denaro is being hidden by ndrangheta... I've read it in a couple places, I'll try to find a link or two...
