I've always wondered the basis of Ligambi's allegiance to Joe as he's 25yrs his senior and was never part of Merlino's street crew (it appeared) during the Stanfa war/saga.
It appears he was made acting when Joe went away as he was/is somewhat of a bridge between the Scarfo guys and Merlino guys (at least when it was relevant back when Merlino went away).

All this 'faction' talk is bullshit imo. I think the philly guys have realized that in going to war vs making money (not headlines) the money wins. They've done both and the learning curve has cost a lot of them years away but it appears the lessons finally learnt.
It is just common sense not to wage war anymore in this day and age. It would mean the end of the family. They barely survided the previous wars.

Correct. Which is why it was surprising to see certain reports (reporters) indicating philly was on the verge of war and that several factions were on the brink.
I think with Merlino absent and philly still functioning cohesively that puts that particular theory to bed.

Salvatore "Tory" Scafidi, Anthony Pungitore Jr, Ralph "Junior" Stiano Anthony Attanasio and Joe "Scoops" Licata were also made in this ceremony. This was the last ceremony Scarfo personally conducted. According to Leonetti it took place at the Merighi's Savory Inn in Vineland, NJ.

If Ligambi was out Stanfa never would have become Boss. Ligambi was in line to become Scarfo's Acting Boss until he was nabbed for the D'Alfonso hit. Philly history would have been interesting for sure.

No way Scarfo was ever considering putting Ligambi in as acting boss? Are you Serious? This is the first I'm ever hearing of this, Ligambi was just recently made at that point and only had experience a cigarette smuggler, bookmaker, and bartender.
Ligambi also ran a car wash in South Philly for about ten years (side note).
Yeah it was written about in a few places at the time. Not really that unusual for Philly since they often promoted guy's not long after they were made. It wasn't like there were a lot of other options for Scarfo at the time since just about every active member in Philly was under indictment.
