Exactly. The 2nd part of your post nailed it. They wouldn't be able to make a case on anybody just based off Pennisi saying he noticed people following him around, and other strange interactions he had, after he had a falling out with the family.

The D'Arco hotel situation was similar - IIRC Amuso and none of the people in that hotel room were ever charged with conspiracy to murder Al.

Even if both of these guys were right on the money with their instincts, they can't charge someone because they started acting funny in the eyes of Al and John

I wish some of those old videos with LeVecchia were still up, I'd like to hear the storys about his final interactions with the Luccheses and that meeting with Joe Cafe that he though was a hit set up

Amuso was already on the run at that point he wasn’t there. Trying to remember who was and I can only think of Dom Truscello and Frank Lastorino.
