I was given some information year ago on Rockford’s connection to the Chicago Outfit and I’ll share it here- a reporter I was acquainted with had cause on April 25, 2005 to interview Chicago attorney-turned informant Robert Cooley regarding Rockford.
Cooley stated that under John DiFronzo, Marco D’Amico had a major crew working in Rockford and they had some illegal gambling interests and strip clubs there but he said it was a part of the territory belonging to Sal DeLaurentis. He said in 1993 the FBI had a report where they were naming a number of people from organized crime that were operating in the Rockford area under the Elmwood Park crew.
*The only 1993 FBI report I could think of was the March 29, 1993 report that outlined “the Rockford Sicilian/LCN Faction (which) was formerly a strong faction of the Chicago LCN. Currently, the group is believed to have a stronger Sicilian Mafia base with many of the individuals who operate in Rockford having ties to the Agrigento Province of Sicily.” Nowhere in this report does it mention the Elmwood Park Crew, however.
He stated that Frank “Gumba” Saladino worked under Marco but did more killing under the Southside/Chinatown Crew.
Cooley said they raided some illegal casino in Rockford about 1975-1976 and he represented the people on that and it was one of Marco’s crews running it. One of the people he said was arrested was Sal DeLaurentis. *Now, I couldn’t find any reference to an illegal casino raid for those years but I know on March 10, 1979 there was a gambling raid at the Mark II Restaurant and Lounge where 275-300 people were present though only seven were actually arrested.
*Also, on November 1, 1979 the Star Zenith Boat Club in Beloit, Wisconsin was raided and thousands of dollars in cash as well as professional gambling equipment was confiscated. Seventy-five people were arrested and many prominent local citizens were among those arrested.

Great info. Not familiar with this Richie Weber either. Given that you've alluded to D'Amico having some operations in Rockford in the past, I've wondered if this was related to the apparent ties he had with the Frank Rappa drug operation and the zip faction or whatever it was working with or under Chicago. With the drug info, my suspicion increases that these things were linked. He said that Solly D is running the Outfit and Sal Cautadella is his underboss. He said Jimmy I stays in the background of the Cicero crew and Louis Rainone calls the shots. A guy named Joe Guarino is a heavy hitter for Rainone. The killing of Anthony Catalano was because he tried to steal a truck from the Cicero guys and Jimmy I ordered his death. In 2020 a guy named Bobby English (no relation - as far as he knows - to Chuckie English) was killed for the same reason.

This Bobby English thing reminds me of what Chuckie Russell claimed (IIRC), which to paraphrase was something to the effect of killing guys in the “hood” to make it look like typical street crime.
Another thing to note is that in that FB photo English has a Playboy bunny logo on his skullcap. In Chicago that could mean VLs or Two Six, but in this case I’d suspect it’s more likely he was a 12th St Player (like Paulie Carparelli). Given Guarino’s arrest with drugs and weapons in Cicero in the 90s, I’d also suspect that he may have been a Player at that time. The incident from 1988 with Rainone also seems to have been gang related. Important to keep in mind that Albie Vena was a C-Note. Same with Panozzo and Paulie K. These street gangs have long had close ties to the Outfit and I strongly suspect have remained recruitment pools and farm teams for the Outfit. The C-Notes for Grand Ave (they also had a section in Elmwood Park called Spaghetti Hill for decades though I think that’s been defunct for a while) and the Players for Cicero, of course.
EDIT: Just to confirm, Louis Rainone was born in 1968 and grew up in Cicero. In 1986, when he was 18, he killed a guy in a gang hit which is the case referenced in the document Antiliar posted above. EDIT EDIT: some other court documents related to the 1986 murder indicate that Rainone and his co-defendant were indeed 12th St Players and the kid they killed was a member of the rival Two Two Boys.

Indeed. Some references in Berwyn crime forums support that a “Robert English” was a well known 12th St Player member in the area. One reference claimed that when he was arrested when police from multiple suburban towns broke up a large gang party in Berwyn, he threatened officers and their families and boasted that he had “connections” that could look up their names and addresses.
EDIT: Aaaand, just to confirm. After sifting through some articles and threads on the Chicago street gang subreddit. The Robert English that I note above was too old to be the guy killed in 2020. The older Robert English is currently doing time for murder and is stated to be a ranking 12th St Player nicknamed “Taz” who had a son called “Little Taz” who was allegedly murdered on the Westside in 2020. So the Bobby English Antiliar references seems to have been a multigenerational 12th St Player member who was the son of one of the gang’s leaders.

The English family was a big time 12th st player family in Cicero from the 80s to 00s. Billy English was killed in 96 I believe by rival gang. Billy made news when he firebombed a house of a black family that moved into the neighborhood. Robert “Taz” English that you are referencing Tony is different than the Bobby English that Antiliar talks about. He is in state prison now for attempt murder. With that being said, this Bobby English could very well be related to the English brothers from Cicero. And where he was killed is not far from the Cicero diving line of Roosevelt. This gets more interesting. William English allegedly informed on Robert Tellez, a guy that did some work for the Outfit. Maybe that is why he was released early from the hate crime he was convicted of. A John Branco is mentioned in the article as being a mob enforcer. I posted another article about this Branco. Seems like he came from Cleveland but was connected to the spilotros in Vegas. He was an informant.

Great information Antiliar. Interesting observation I made. Louis Rainone is the owner of the pawn shop at 1203 S Cicero. The former owner of that same pawn shop was Mark Polchan the former 12th st player and current Outlaw MC member. this same store was the center of the Sarno indictment. The store was used as a fencing operation and basically the Cicero crews HQ. It’s now in the hands of Louis Rainone who is obviously connected with the outfit even though the feds or anyone else have ever identified him. Oh wow, thanks for connecting those dots. If it’s true that Sarno made some younger guys, maybe Rainone and Guarino were among them. My thinking had been that if they were bringing in new blood it would be earners. But it’s certainly possible that they brought in some hardcore gangsters like these guys. Given that Rainone did time for a gang related murder, I would imagine he moved up in the ranks of the Players and probably had tons of connects with other People alliance affiliated gangs within the prison system, which could be extremely useful, of course. Same as guys like Vena and Panozzo on Grand.
