Yup, not the same guy. The younger O'Neill has been operating the lottery since 2014 while the other was in the can.

How big is an illegal bookmaking operation on average? Does it involve dozens of people, or can a couple of guys run a multimillion-dollar sportsbook on their own?

Bookmaking operations come in all sizes. I've never seen a large bookmaking operation that only involved a couple people. When they're busted, they often involve dozens of people.

Ahh shame there's no more to Buffalo. Guess you could add Pat Musitano and Al Ivarone to it for 1997.
