Pennisi hinted that Frankie Bones Papagni is the new UB but Bowat is someone who definitely deserves that position.He formerly had it in an acting capacity when Vic and Gas went on the run.

Bowat was present when DeSantis became a made man in November of 1989.I think that Bowat is there because of how close Jefferson Park is to Rao’s which Bowat really likes.He deserves a Capo position but he is now 84 years old.Gangland didn’t identify him as a Capo but they did say that Frank Salerno was a Capo.

Georgie Neck turned down the Acting Boss position originally back in 2017.Zappola is a capo in Brooklyn.Papagni is the UB it seems according to Pennisi and Bowat’s current position is unknown though I believe he’s a soldier.Pennisi said he’s of the shelf but not sure as to what Bowat is up to.
I’d say it’s Papagni,Zappola and then Bowat

Lastorino and DeSantis did speak when DeSantis became the Acting Boss but Lastorino is on the shelf from Vic Amuso’s orders and Vic despises Lastorino.
Joey DiBenedetto told John not to meet with Lastorino anymore because if it got back to Vic it would look bad, it could have caused John a problem

You’re making my point, yea correct they don’t need the money they don’t need the risk they don’t need to be mobsters anymore buts it’s their life it’s all they know and without that recognition they’d rather be dead. A real mafiosi would rather live a day as a lion then a lifetime as a lamb.

Good point.These guys enjoy this clearly and the informants such as Gravano and D’Arco have admitted that they miss the life

I always assumed it just came from shortening his name and pronouncing it in the NY accent. Baratta > Barat > Bowat

Sometimes this needs to be said. Outsider-looking-in-perceptive can miss that this is not just one or two decisions in someone’s life, it’s an enduring subculture with deep links into peoples’ families, identities, etc.
