When The Colombos had their civil wars in the past, did the Bosses of the other 4 Families demand that it be stopped or did they stay out of it? I would think that it would have affected the other 4 Families also in the sense of LE coming down on everyone.

Yes they did. There was a recent thread that said Barney Bellomo, acting for the Genovese in the 1995 era, told Andy Russo representing the Perisco faction and one of the Alo brothers representing the dissidents, told them that it had to stop. He instructed them to go into a room together, and not come out till they hammered out an agreement. When they came out there still was no agreement. This info was provided by Vitale representing the Bonannos.
