Alex was always in the Top 4 of the Outfit after Humphreys died. He was a High Level member of the Outfit. Didn't matter if he was not a made guy in the National LCN. The other 3 top guys took care of that protocol.

In addition, and I always mention this when the "Alex" subject comes along, according to one FBI report, in May, 1974, Aiuppa suffered from a serious affliction that involved arthritis in his knees, and has been unable to function due to his lack of capacity to move around. At the same time period, Accardo also spent some time in Palm Springs, while Nicoletti began having problems with his peers at the top and was about to get shelved the next year or so. My point is that during this brief period of several months, Alex was the only boss on the top administration that took care of day to day operations. The report also says that in fact Alex’s brother Sam was the one who delivered the messages between his brother and Aiuppa, since Sam resided approximately one mile from Aiuppa’s residence in Oak Brook, Illinois.
