I find it very hard to believe they would willingly start a war in this day and age and risk their construction/union success. All predicated by a slight.

We know that Stagno was the target of a rubout attempt by the Lukes. It therefor follows without any other evidence that he was the one who committed the transgression and logically the one referenced in the latter Cassano attempt.

Very surprising considering what I stated above.
The Bonannos must be considered a laughingstock in LCN.

If they got the OK from the Bonannos, it doesnt necessarily have to be done in-house (ie. Bonanno kills another Bonanno for a Lucchese boss) if thats what you mean. Just look at the Gotti deal, an attempt on his life was ok'ed by a boss of a different family , whom oversaw the Commission, and it was co-signed by Gambino members, Failia and Marino, but the actual murder attempt was done by the Lukes.

Or another instance , Johnny Keys Simone, a member of the Philly family, the Philly boss ok'ed his murder , but allowed Gambinos to be the actual killers.

Or a better example being the attempted hit on Casso, started by Eddie Lino, carried out by Gambino associates, Casso wanted revenge, felt the Gambinos werent doing enough, in terms of taking care of those guys, so Casso being a Luke himself, systematically took out every conspirator himself, including Lino, with the supposed help of rogue cops whom were on his payroll.
