By the looks of it, DeQuarto seems to have been very close to Bender, Tommy Ryan and that crew. For example, he is mentioned by both Konigsberg and Valachi as being present at meetings with members of this crew discussing and planning several murders in the late 1950s and early 1960s. So chances are that he was a Bender/Eboli crew member already back then. If what Valachi said about him being a caporegime is true, it could be that he was acting for Bender at some point.

I think the last name would probably be Filipazzo. I notice several people in New York by that surname who originally came from Agrigento, esp. Porto Empedocle.
When I serched for Dom Alongi´s father on that libertyellis site, I found several Giuseppe Alongis who had arrived to America from the province of Agrigento. So it´s not totally impossible that the Alongis were from there originally.
