Yeah, I wondered if he may have transferred his membership after returning but if this is true that he became capomandamento it's a surprise. I've long suspected he was initially made in Ciminna given his cousins were members there (Onofrio Catalano was even the Ciminna boss for a time) along with his name not surfacing in any of the known Bonanno ceremonies and other references indicating he was made in Sicily.

Another member who transferred back to Sicily and gained rank in recent years was Ignazio Ingrassia, made in Sicily, fled to the US after the 1980s Maxi Trial where he transferred to the Gambino Family, then after being extradited and served a sentence in Italy he was identified as consigliere of the Ciaculli Family though he is now dead.
