SAMUEL (SAMMY FEET) FALGIANO - born 1913, raised and resided in East Harlem for many years (308 E. 108th Street) and later (331 E. 108th Street). In later years moved to the Elmhurst-Jackson Heights area. (TN) Sabato Falgiano.

Identified early on as a mob associate. By the early 1950’s he was affiliated with a Genovese Family faction out of East Harlem. In 1983, the FBI and NYCPD had him listed as an (inducted) member of that family.

Note: [he was named in U.S. Senate Hearings as a soldier]

He had a brother named Frank (Frankie Savoia) Falgiano, who ran a very successful restaurant in Jackson Heights for several decades - Savoia Italian Restaurant (80-13 Roosevelt Avenue).
Although Frank was a completely legitimate businessman, he knew everybody, and his restaurant was one of the top mob hangouts of that era.

Note: [Sammy would often use the restaurant as a cover for employment, but never actually did work there or had any financial interest]

Activities: hijacking, fencing stolen goods, burglary-high end thefts, bankruptcy fraud.

Criminal associates: Sammy was later alleged to be affiliated with the notorious David (Little Davy) Betillo, a former associate and minion of Lucky Luciano and a co-defendant in Lucky’s prostitution trial that sent them all away for years.

Note: [I believe Sammy had possibly met and befriended Betillo in prison, and later affiliated with him when they both were paroled]

Sammy Feet was an heavy gambler his whole life. And constantly looking for that big money score to “bail him out” of debt or keep him afloat. Because of it, he often involved himself in “risky” scores and dealt with less than “solid” associates.

In 1939, Fagiano (26) was one of two men charged with the attempted robbery of a haberdashery store at 436 Seventh Ave., in Manhattan. Earlier that evening they had attempted the robbery of a shoe store. Detectives trailed them and confronted them at the haberdashery. When Falgiano pulled a gun on the cops, the detectives shot his associate (Romanelli) and arrested them both.

They were sentenced to Sing Sing for armed robbery.

In 1953, Falgiano (39) was one of four ex-convicts charged by the FBI with truck hijacking for the theft of $500,000. in television tubes from the Sylvania Electric Corp. They accosted the driver and held him for five hours while they unloaded the shipment into a friends Bronx warehouse.

They were charged with “illegal possession of goods shipped in interstate commerce”.

Note: [little known fact. Falgiano had his balls broken over this hijack by friends. That was because he thought they were stealing actual TV sets, not the inner “tubes” which had zero street value to “fence”.... the heist was a total failure in more ways than one]

In 1971, Falgiano (58) and Ferrugia were arrested for attempted bribery after they approached several cops who had arrested their associates for the burglary of a U.S. Post Office. After offering the cops $4,000. to forget the whole thing, they were all re-arrested.

Carnevale, Verrastro and Masone were the burglars. Each of them were loosely affiliated associates of various mob crews.

Note: [Bruno Carnevale would be shot to death shortly after this arrest..... I don’t know if the arrest played a part in his death]

Also In 1971, Sammy was among five indicted for several bankruptcy fraud “bust out” schemes.

They siphoned of $100,000. from two Patchogue companies before driving them into deliberate bankruptcy.

NATCO Beauty Supply Center Inc., and Merchandise Plus, Inc., were the two victim companies. Falgiano and company would order supplies on credit, sell everything out the back door for cash, and then collapsed the companies when creditors came calling.

Another part of the scheme was to issue company checks for “credit and casino chips” at casinos in Las Vegas and the Bahamas that they later cashed out and pocketed. When the casinos came for their money, Falgiano and the others showed proof of their losses and failure to repay.

Among the conspirators was the notorious Michael Hellerman (who was a Dioguardi minion and later turned informant).

Nothing more was heard from Falgiano in his later years. “Sammy Feet” died in 2000 at the age of 86.

ANTONIO (TONY THE SHEIK) CARILLO - born 1902 in Naples (San Giuseppe Vesuviano), Italy. Immigrated to the USA in 1920 (?). After coming to America, Carillo lived in the East New York section of Brooklyn (97 Sackman Street). Until in later years relocating out to Forest Hills, Queens (68-37 Yellowstone Blvd) to live close to his “compare” Miranda.

Also had a brother Salvatore Carillo, also a family member.

Believed active since the 1920’s, and a longtime highly-respected “capo di decina” and confidant of consigliere Michele Miranda.

Note: [little known fun fact. Tony the Sheik was a real old-time Camorrista and carried himself as such. He was well-known for draping his topcoat over his shoulders and smoking his cigarette from a long cigarette holder.....and although razor thin at around 5’-5”, he cut a figure straight out of central casting as a mafioso. Nobody was mistaking Tony for a working stiff]

Tony the Sheik started out as an enforcer for “Murder Inc.” that was active at that time in his East New York neighborhood.

A senior figure and power in the “Napolitano” faction of the Genovese Family.

And for lack of a better word, “aide” and “buffer” for Miranda.

“Tony the Sheik” served as Miranda’s “shadow” all his life.

In 1966, Carillo was among 13 of the top mob bosses in the country picked up at a commission meeting at La Stella, a popular Queens restaurant. Among them were Santo Trafficante, Carlos Marcello, Joseph Marcello, Carlo Gambino, Aniello Dellacroce, Joe N. Gallo, Joe Colombo, Thomas Eboli, Mike Miranda, Dominick Alongi, Anthony Carollo, Frank Gagliano.

LE noted that the arrested represented key areas across the country including: Florida, New Orleans and New York City, and was the most significant arrest since the Apalachin meeting in 1957.

During the early 1970’s, he was identified in an extensive newspaper expose on mob infiltration of the food industry. He and Ciro Perrone was exposed as having muscled in on a sausage making distribution firm. Hired each as $250. a week truck “spotters”. It was evidenced that the positions were actually “no show” jobs and business infiltration.

...... coming soon, the NYC mob’s surrogate “Uncle” and senior Genovese member from the 1930’s era forward..... “little known” publicly but an almost iconic figure throughout the New York area and beyond. Well-liked and “very” respected for over 70 years!

One more hint.... he lived and was active on the streets till nearly the end of his life at the very ripe old age of 97!
